Washington is expected to announce another $400 million aid package to Ukraine today.

It will be the 43rd package by the U.S. to aid Ukraine and follows Brussels’ recent announcement of additional 3.5 billion euros of EU funds for Ukraine. So far, the U.S. provided over $41 billion worth of military aid. As with previous packages, President Joe Biden will utilize his emergency authority to transfer goods and services from the U.S. without congressional approval.

This package is expected to include mostly additional ammunition for existing weapons systems, including for Stinger and Patriot anti-aircraft systems, HIMARS, and anti-tank weapons, such as Javelins. In addition, the U.S. is expected to provide de-mining equipment, as clearing Russian-laid mines has become a major obstacle to Ukraine’s attempt at retaking Russian-occupied land.

The package is not expected to contain any cluster munition, which Washington has already provided separately, in a move that has become highly controversial with many of the U.S.’s closest allies. Most countries around the world have banned the use of cluster munitions, despite their strategic significance, due to the harm that undetonated explosives do to civilians when used indiscriminately or not properly cleared after the conflict. Moscow, which condemned Washington’s move, has also been using cluster munition extensively.
