EU leaders to discuss migration, Eurozone reform on second day of summit
Today, leaders of EU member states will convene in Brussels for the second day of a summit dedicated to discussing issues of “migration and internal security”.
Though much of the conference has been spent discussing Brexit negotiations, attendees will also deliberate on a Union-wide response to address hybrid attacks and threats related to cybersecurity. Leaders can be expected to agree to establish a sanctions regime that targets hackers before April 19, 2019, the closure of the European Parliament’s term. Member states will also seek a pledge from China and Russia, both of which will have representatives at the meeting, to prevent cyberattacks.
Italy’s government, which is actively seeking closer ties with Moscow, has been hesitant to agree to such measures. However, because the wording of the final statement to Russia and China will probably be vague, Rome is likely to acquiesce, and the measures should pass through the European Parliament. In spite of the call to action by European leaders and the threat of sanctions on individual hackers, do not expect any significant efforts by Russia or China to curb cyberattacks and disinformation campaigns throughout Europe.
