New EU animal and food export regulations come into effect
New EU animal and food export regulations come into effect today.
Exporters of food and animal commodities destined for the EU requiring certification under the new Animal Health Law (AHL) are required to utilize updated export certificates, accessed through the new Trade Control and Expert System New Technology.
AHL, which came into effect in spring 2021, consolidated an EU-wide framework to control the spread of animal diseases. The preceding framework was a collection of hundreds of pieces of legislation and was in need of modernization.
The new regulations consolidate existing laws and enable rapid and effective responses to outbreaks of emerging diseases by embracing new technologies that facilitate an expanding, but more tightly controlled, animal health industry.
Expect these regulations to have implications on foreign exporters into the EU. Notably, the regulations affect livestock farmers who wish to continue exporting to the EU. They will need to start on-farm health monitoring programs at least one year before export. This also means that the animals must be regularly examined for certain diseases. In the short-run, this will be more costly for exporters, but it will facilitate more economic competitiveness within the EU.
